<p>Thanks to <a href="https://westseattleblog.com/2024/03/crime-watch-weapons-found-in-1st-cloverdale-rv-after-arrest/#comment-2545303" rel="noopener" target="_blank">this WSB commenter</a> for mentioning that those “no parking” signs had been placed near the <a href="https://maps.app.goo.gl/FbhwknkW6tA35vcC9" rel="noopener" target="_blank">1st/Cloverdale</a> encampment, one day after a gunfire report led to <a href="https://westseattleblog.com/2024/03/crime-watch-weapons-found-in-1st-cloverdale-rv-after-arrest/" rel="noopener" target="_blank">this arrest and weapon seizure</a>. We’ve reported before on the encampment, which is on both state and city land; representatives of both governments <a href="https://westseattleblog.com/2024/03/hpac-report-2-encampment-updates-re-sleuthing-the-hum-delridge-triangle" rel="noopener" target="_blank">said at last month’s meeting of <strong>HPAC</strong></a>, the nearest community coalition, that a resolution was in the works. After hearing about the “no parking” signs today, we checked with WSDOT spokesperson <strong>James Poling</strong>, who replied, “Our collaborative monthslong work with our partners at this site has led to the final steps of a site resolution taking place at this location, with the city’s no parking signs part of that process.” The signs are marked with the dates March 29 (Friday) through April 2 (Tuesday). HPAC also says they’ve been told the site will be cleared within a week.</p>

Oss, 90<p>Family and friends are remembering <strong>Jo Oss</strong>. Here’s the remembrance they’re sharing with the community:</p>

<p><img decoding="async" src="https://westseattleblog-assets.s3.amazonaws.com/uploads/2024/03/Jo-Backyard-e1711555952668.jpg" align="right" hspace="4" vspace="4" />Mary Jo Reichelt Oss was greeted by our Lord on March 14, 2022 and was reunited with her husband Richard, son Rick and Brother Edward. She was 90 years old.</p>
<p>Jo was a lifetime resident of West Seattle and Arbor Heights. She was an active member of West Side Presbyterian Church until her later years. She was a member for almost 70 years.</p>
<p>Jo started working when her children were little, doing home typing. She then worked for many years at a finance company. She finished her career with City of Seattle. Jo worked for the City of Seattle for over 25 years and was an Administrative Assistant to three Seattle mayors.</p>
<p>After she retired, she volunteered weekly at West Side Presbyterian Church and the Seattle Aquarium.</p>
<p>Her favorite activity was gardening and you could always find her outside tending the hundreds of roses in her yard.</p>
<p>She was an advocate of animal rights and supported many animal rescue centers such as Seattle Humane and Best Friends. Her home was never without a kitty or two.</p>
<p>Jo was also a baker. She enjoyed keeping family and friends well stocked with cookies, especially chocolate chip. Her home would fill with the tantalizing smell of Christmas cookies every December.</p>
<p>She loved spending time with her children, grandchildren and great grandchildren.</p>
<p>Her last 14 months were under the loving care at Florence of Seattle.</p>
<p>She is survived by son David and Debi Oss, daughter Michele and John Malgren, grandson Ryan and Jessica (Meadowe, Maxim), granddaughter Allison and Scott (Macieo, Jack, Eleanor, Lainey and Andrew), granddaughter Lynnette and Craig (Orin, Karis), and granddaughter Olenna and David (Ezra and Georgie).</p>
<p>It is hard to sum up the life of a remarkable woman in just a few words. Jo is so missed and loved forever.</p>

They’re described as two Black men in their early 20s, (revised) one about 6′ and the other around 5’9″, slim to medium build, wearing black hoodies, face masks, and jeans, both armed with handguns, one with a black backpack with “rainbow numbers reading either 100 or 1,000.” They were last seen leaving on foot northbound on Harbor. Right now it’s blocking both eastbound and westbound traffic on Spokane between 1st and 2nd, so you’ll want to avoid the area TFN.</p>
<p><strong>11:51 AM:</strong> Apparently the fears of a long blockage were unfounded – radio exchanges indicate the train’s moving again and the Spokane St. backups are clearing up.</p>

<p>Joanne was born to Liberto Chicketti and Josephine Malaspino at Sisters of Providence. She was raised in what was known as Garlic Gulch in the Rainier Valley and graduated from Franklin High School in 1954. Joanne married Charles Heald in 1955, and they had two children together, Jeff (1955-2024), and Jodi in 1957.</p>
<p>After the end of her first marriage, she married George C. Moon (1924-1981) in 1965 and moved to West Seattle, where she lived until relocating to Arizona to be near her children in 2019. Joanne could be seen daily in the many years she lived in West Seattle up and down California Ave or along Alki on her five mile or more walks. She enjoyed her two fingers of Scotch daily at 5:00 PM, not 4:45 or 5:15 God forbid, 5:00.</p>
<p>Joanne lost her son Jeff in January of this year and is survived by her daughter Jodi Van Campen (Jack), her grandchildren Amy Van Campen Taylor, Ryan Heald, Jacinta Heald, and Dylan Van Campen. Her great-grandchildren Olivia, Collin, Dominic, Damian, Elena, Emilia, and soon to come great-great-grandaughter Ava, her stepdaughter Leona Moon, her daughter in law Donna Heald, her sister Rosemary Rutherford (Denis), nieces Nickie and Leslie Rutherford, and extended family and friends.</p>
<p>There will be no services, at her request.</p>

<p>Readers have been asking about the status of the new restaurant moving into the <a href="https://westseattleblog.com/2022/12/eviction-notice-posted-at-pegasus-pizza-on-alki/" rel="noopener" target="_blank">ex-<strong>Pegasus</strong> space</a> at 2768 Alki Avenue SW, now that signage is up. <strong>Lotus on the Beach</strong> is hoping to open in a week or so – but that depends on the results of inspections this week, they tell us. The new restaurant is opening with the same ownership as <a href="https://www.alkiphoandbar.com/" rel="noopener" target="_blank"><strong>Alki Phở & Bar</strong></a>, which <a href="https://westseattleblog.com/2022/06/biznote-opening-day-for-alki-pho-bar/" rel="noopener" target="_blank">opened almost two years ago</a> just a few doors west. They described what they plan to offer at Lotus on the Beach as “a hybrid of traditional and Asian fusion inspired dishes. Some Vietnamese, Thai, and Chinese inspired traditional dishes, and hopefully Korean and Japanese in the future. And community businesses are hosting fundraisers in the two nights before opening night. First, here’s the announcement about the production:</p>

<p>As <strong>Cady</strong> (<strong>Elena Smith</strong>) gets ready to take down the group’s apex predator <strong>Regina George</strong> (<strong>Olivia Walum</strong>), she’s faced with wild challenges from friends and foes. With the help of her outcast friends <strong>Janis</strong> (<strong>Lucy Warren</strong>) and <strong>Damian</strong> (<strong>Mason Nguyen</strong>), she must learn how to stay true to herself while navigating <strong>The Plastics</strong> (<strong>Ava Gem Anderson, Fiona Armstrong</strong>) and the most cutthroat jungle of all: high school.</p>
<p>We invite you to join us for a wacky, irreverent (and at times inappropriate for very young audience members) journey into the modern American high-school social landscape. Like the movie, this musical is rated PG-13 for language, sexual references and general teenage romantic themes.</p>
<p>The <strong>Westside Drama</strong> program was created in 2003 with their first production, “Grease.” Since then the program has grown to include three shows per year: a fall drama play, a winter student-directed production, and a spring musical. Recent productions include “The Laramie Project,” “Little Shop of Horrors,” and “Almost Maine.” To date, the WSHS Drama program has staged more than 50 shows and counting.</p>
<p>The program strives to produce high-quality, technically complex, artistically relevant shows, never forgetting the goals of educational theater: to give students opportunities to build self-confidence, develop their teamwork skills, learn responsibility and accountability, and, ultimately, explore the human condition – all while working towards a common goal with their classmates. On stage or backstage, important skills are learned every time a show is produced.</p>
<p>This particular production is full of notable talent on stage and off. It features a live band directed by <strong>Ethan Thomas</strong>, WSHS music director. “Mean Girls” is directed by <strong>Joe Lambright</strong>, a drama and social studies teacher at West Seattle High School.</p>

<p>Among the photos on the east wall of the great gathering room at the <a href="https://duwamishtribe.org" rel="noopener" target="_blank"><strong>Duwamish Tribe Longhouse and Cultural Center</strong></a> in West Seattle, one stands out – a large portrait of the eldest daughter of <strong>Chief Si’ahl</strong> (Seattle), known as <a href="https://www.duwamishtribe.org/princess-angeline" rel="noopener" target="_blank"><strong>Princess Angeline</strong></a>, though her real name was <strong>Kikisoblu</strong>. The tribe gathers supporters each year for a tea social that is also a tribute to her, and that event filled the Longhouse today.</p>

<p>Titling the event the <strong>SovereignTEA</strong> was one way of reminding supporters about its ongoing fight to regain federal recognition.</p>

<p>The latest meeting of the <a href="https://wsdot.wa.gov/construction-planning/major-projects/sr-160-fauntleroy-terminal-trestle-transfer-span-replacement" rel="noopener" target="_blank">Fauntleroy ferry-dock replacement project</a>‘s <a href="https://wsdot.wa.gov/construction-planning/major-projects/sr-160-fauntleroy-terminal-trestle-transfer-span-replacement#Engagement" rel="noopener" target="_blank"><strong>Community Advisory Group</strong></a> was as notable for what members didn’t get as for what they did get.</p>
<p>First, they were expecting to get long-awaited research information at Wednesday’s meeting on promised studies of how dock traffic might be affected by changes such as using the <a href="https://wsdot.wa.gov/travel/roads-bridges/toll-roads-bridges-tunnels/good-go-accounts-passes" rel="noopener" target="_blank"><strong>Good To Go!</strong></a> electronic payment system. That information, as Fauntleroy resident <strong>Frank Immel</strong> said, is what “we all have been waiting for.” Some have long contended that the more efficient fare-paying can be made, the less space the new dock will need. WSF promised at last month’s meeting (as <a href="https://westseattleblog.com/2024/02/video-stoplight-at-fauntleroy-ferry-intersection-before-terminal-redo-possibility-presented-to-community-advisory-group-along-with-new-renderings/" rel="noopener" target="_blank">we reported</a>) that the information would be available at this meeting, but said Wednesday it wasn’t ready after all.</p>
<p>Second, some members complained that they didn’t get the time they needed to review a 64-page environmental-analysis report that <a href="https://westseattleblog-assets.s3.amazonaws.com/uploads/2024/03/Fauntleroy_CAG_Slides_032024.pdf" rel="noopener" target="_blank"><strong>Washington State Ferries</strong></a> had sent to them the day before the meeting. <p>Otherwise, there was one major headline from the meeting:</p>

<p>A new WSF memo (<a href="https://westseattleblog-assets.s3.amazonaws.com/uploads/2024/03/Fauntleroy-Same-Footprint-Alternative-Memo_2024-0318.pdf" rel="noopener" target="_blank">read it here</a>) clarified something that Immel had pointed out at the previous meeting – none of the alternatives currently under consideration for the new dock and terminal would have exactly the same footprint as the current one, despite descriptions WSF had used that could be interpreted as if some did. From the new memo:</p>

<p>…These alternatives include A, A-1, A-2, and A-3 that keep the dock size as small as possible, hold the same number of vehicles and support the same operational functions as the current terminal. These alternatives increase the size of the dock by about 30%. WSF regrets any confusion caused by earlier references to these alternatives as “same size.” WSF considered A, A-1, and A-2 as same-size options because they hold a similar number of vehicles and accommodate existing functions without a reduction in reliability, service, or operational efficiency.</p>
<p>Replacing the dock with a new dock that is the same square footage as the current dock does not meet the project’s purpose and need because it cannot provide operational efficiencies and support reliable service. Replacing the facility with the same square footage would significantly reduce vehicle holding capacity and available space for terminal operations …</p>

<p>The memo explains that’s largely because of design standards that require more room for certain things – like semi-trucks – than the current dock has: “For a same footprint alternative to meet the current design standards, WSF would need to reduce the capacity to two lanes for holding vehicles and two lanes for unloading vehicles. This configuration greatly reduces WSF’s ability to safely and efficiently sort, manage and load vehicles and bicycles for different sailings and destinations.” The memo also throws a little advance cold water on those hoping the Good To Go! study results will support a not-that-much-bigger dock: “While Good To Go! may provide operational efficiencies in fare processing for vehicles, WSF does not expect GTG! to overcome deficient operational constraints, like the space required to effectively sort and stage vehicles.” This page from the meeting slide deck shows the square footages of the alternatives under consideration:</p>

<p>Trying to downplay the prospect of a larger dock was disingenuous, CAG member <strong>Mardi Clements</strong> said when the memo came up for discussion late in the meeting: “In the beginning, this was called terminal replacement, not terminal expansion.” She also pointed out that dock space isn’t the ultimate limitation for WSF, “it’s vessels and crews.” (As widely reported, the system is short on both, and not expecting to remedy that for years.) However, WSF was unyielding on its contention that it’s imperative for the dock to be larger – that the question is only, how much larger?</p>
<p>Otherwise, the meeting focused on environmental considerations, as that’s the stage the project is in right now – the Planning and Environmental Linkages Study.</p>

<p>The briefing/discussion led by WSF’s <strong>Marsha Tolon</strong> went through a variety of environmental factors taken into consideration (<a href="https://westseattleblog-assets.s3.amazonaws.com/uploads/2024/03/Fauntleroy_CAG_Slides_032024.pdf" rel="noopener" target="_blank">see the full slide deck here</a>). Among the several that were spotlighted: Effects on parks – this slide showed the alternatives that would most and least affect <strong>Cove Park</strong> to the dock’s north:</p>

<p>All the factors analyzed, and the results of the analysis, are in that aforementioned 64-page document, meant to be taken into account as screening of the potential options continues. No conclusions or recommendations were reached at the meeting – that’s later in the process.</p>
<p>WSF also said that it’ll be embarking on another round of wider community “engagement” this spring:</p>

<p>These events, tentatively planned for April and May, will be more briefings/reminders than feedback sessions, said WSF’s <strong>Hadley Rodero</strong>. So watch for word of those soon. Meantime, more meetings are ahead for the Community Advisory Group – anticipating the Good To Go! studies next time. As Fauntleroy’s <strong>Judy Pickens</strong> emphasized, “We have been waiting for this information for the longest time.” WSF convened the group <a href="https://westseattleblog.com/2021/06/ferries-fauntleroy-terminal-projects-community-advisory-group-sets-sail/" rel="noopener" target="_blank">almost three years ago</a>, at which time construction was envisioned to start as early as 2025, but now the timeline runs a few years beyond that, with design and construction projected 2027-2029 (also, it should be noted, when construction is supposed to start for <a href="https://soundtransit.org" rel="noopener" target="_blank"><strong>Sound Transit</strong></a>‘s West Seattle light-rail extension).</p>

<p>The <a href="https://sc-ws.org" rel="noopener" target="_blank"><strong>Senior Center of West Seattle</strong></a> is getting close to unveiling a new name. To celebrate it, a mural will be painted on multiple sides of its building at California/Oregon, and an artist for that mural is being sought now. Here’s the announcement we just received:</p>

<p><strong>Call for artists! Senior Center of West Seattle is seeking professional artists to submit proposals to paint a mural on its building in the West Seattle Junction.</strong></p>
<p>The Senior Center of West Seattle is seeking artists to respond to its <strong>Request for Proposals</strong> to paint a mural on the side of its building at 4217 SW Oregon St. The mural will wrap from the alley on the Oregon St. side all the way to the California Ave. SW side of the building.</p>
<p>The Senior Center is excited to be going through a renaming and rebranding this year. In mid-May, the nonprofit will announce to the community its new name, which will reflect its long-term goal of broadening and diversifying its membership.</p>
<p>As part of that, the organization is seeking a vibrant and meaningful mural to express its new name and brand that will enhance the visual appeal of the center, create a welcoming atmosphere, and reflect the spirit of the community.</p>
<p>Part of the funding for this project is coming from a Neighborhood Matching grant from the City of Seattle. The Senior Center will be raising the remainder of the funds for the project through its <a href="https://www.wagives.org/organization/Seniorcenterofwestseattle" rel="noopener" target="_blank"><strong>GiveBIG</strong> campaign</a> this May.</p>
<p>The Mural Committee for the Senior Center of West Seattle is putting out a Request for Proposal for muralists. Indigenous/BIPOC artists are encouraged to submit a proposal. The deadline to apply is Monday, April 22.</p>

<p>Thanks to the reader/photographer who sent the report on the <a href="https://westseattlehs.seattleschools.org" rel="noopener" target="_blank"><strong>West Seattle High School</strong></a> boys’ soccer team’s win over <a href="https://halehs.seattleschools.org/" rel="noopener" target="_blank"><strong>Nathan Hale</strong></a> on Wednesday, 2-1, five days after a 5-0 loss to the same team. While that loss was at home, Wednesday’s win was on the road; the reader says, “Freshman <strong>Noah Ott</strong> (#13) scored the game-winner in the second half for West Seattle and was swarmed by his teammates at the final whistle.” The photo above shows that winning goal, a header.
